After a plane crash receives extensive news coverage, ticket sales for the affected airline typically drop, and surveys show that people rate flying as significantly more dangerous than they did before the crash. The objective risk of flying has not changed. The number of accidents per mile traveled has not moved. The only thing that has changed is the vividness and recency of a specific terrible example in public memory. That example, precisely because it is vivid and easy to recall, now exerts disproportionate influence over how millions of people estimate the danger of air travel.
Meanwhile, far more people continue dying in car accidents every day, with no comparable media coverage, no special fear response, and no measurable effect on how many people choose to drive. The mundane, familiar, statistically larger risk generates no alarm. The rare, dramatic, easily recalled risk generates substantial alarm. This asymmetry is not rational, but it is entirely human, and it has a name: the availability heuristic.

What the Availability Heuristic Is
The availability heuristic is a mental shortcut first described by Amos Tversky and Daniel Kahneman in a landmark 1973 paper. The basic idea is that when people are asked to estimate the frequency or probability of something, they tend to rely on how easily relevant examples come to mind. Things that are easy to recall, because they are vivid, recent, emotionally charged, or frequently discussed, feel more probable than things that are hard to recall, even when the actual statistics tell a different story.
Tversky and Kahneman demonstrated this in a series of elegant experiments. In one, they asked participants whether the English language contains more words beginning with the letter K or more words with K as the third letter. Most people judged that words beginning with K are more common, because such words are far easier to bring to mind. In fact, words with K as the third letter are roughly twice as common. The ease of retrieval was a poor guide to actual frequency, but it felt like a reliable one.
Why the Heuristic Exists
Like most cognitive heuristics, the availability heuristic is not a bug in human reasoning so much as a design compromise. For most of human evolutionary history, the things most likely to pose risks in the future were the things that had recently posed risks in the past. If your tribe had recently been attacked by predators in a particular area, that vivid memory was a useful guide to avoiding the area in future. Recent and memorable events really were a reliable proxy for current risk in environments that changed slowly and where statistical data was not available. The heuristic worked well enough under those conditions to become a default.
It works poorly in modern information environments, where media selectively amplifies rare, dramatic, and emotionally engaging events while giving little coverage to common, mundane risks. The distribution of what is available in memory no longer tracks the distribution of actual risk. It tracks the distribution of what is interesting, shareable, and emotionally resonant, which is a very different thing.
Availability Versus Base Rate
The core tension in availability heuristic errors is between availability in memory and base rate in the world. Base rates are the actual statistical frequencies of events in a relevant population. The base rate of being involved in a fatal plane crash for a typical passenger is extraordinarily low. The base rate of being injured in a car accident is orders of magnitude higher. But the availability of vivid plane crash imagery in memory dwarfs the availability of car accident data, producing a systematic inversion of perceived risk relative to actual risk.
This tension is at the heart of many of the most significant collective failures of risk perception, from public health policy to financial decision-making to personal choices about where to live and what to fear.
Where the Availability Heuristic Does the Most Damage
The heuristic distorts judgment across a wide range of domains, but certain areas are particularly vulnerable to its effects.
Risk perception in public policy is one of the most consequential. Societies routinely allocate vastly more resources to preventing rare, dramatic harms, those that generate vivid mental images and emotional responses, than to preventing common, mundane ones. The ratio of regulatory attention to actual harm caused is often inverted by availability effects, with the result that public resources are concentrated on visible, emotionally engaging threats while larger but less dramatic risks receive comparatively little attention.
Financial decision-making is another area of significant exposure. Investors who lived through a dramatic market crash tend to overweight the probability of similar events in the future, sometimes avoiding equities for decades after a single traumatic experience. Those who have not personally experienced a market crash may underweight the risk. In both cases, personal experience, which determines what is available in memory, is distorting probability estimates away from the actual historical base rates.
Correcting for Availability Bias
The most direct corrective is to explicitly seek out base rate data when making probability judgments, rather than relying on how easily examples come to mind. Before concluding that something is risky or common, ask what the actual statistics say. This sounds obvious, but it requires deliberate effort because the intuitive probability estimate has already been generated by the time the conscious mind is considering the question, and overriding it requires actively attending to data that may conflict with what feels true.
Slowing down the judgment process helps. The availability heuristic operates quickly and automatically. Introducing a pause before forming a probability estimate, and using that pause to ask whether you have actual data rather than just vivid examples, shifts the balance toward more accurate assessment. Asking “is my estimate here based on a statistical base rate or on how easily I can imagine a specific case?” is a simple self-check that improves calibration over time.
It is also worth developing a general awareness of how media consumption shapes the availability of different kinds of events in memory. A news diet heavy in violent crime coverage will produce overestimates of violent crime frequency. A social feed full of startup success stories will produce overestimates of startup success rates. Calibrating your information environment, not just your reasoning process, is part of managing the heuristic’s effects on your judgment.
