Hot-desking converts that waste into utilization, typically allowing organizations to reduce their office footprint by 20 to 40 percent relative to a one-desk-per-employee model.
The economic logic is sound. The cognitive logic is considerably more problematic, and the research that has accumulated on the effects of hot-desking and unassigned seating on worker wellbeing, stress, and cognitive performance points consistently toward costs that the facilities calculus does not capture and that organizations adopting hot-desking policies rarely assess before implementation.

Workers who hot-desk cannot personalize their workspace — there is no permanent workspace to personalize. They arrive each morning at a space that may be in a different location from yesterday’s, configured by a previous occupant for a different person’s preferences, carrying none of the accumulated contextual associations that support rapid entry into a productive cognitive state.
The cognitive startup cost of settling into an unfamiliar workspace each morning — locating equipment, configuring screens, establishing a workable arrangement of materials, orienting to a new spatial position in the office — is not large in absolute terms. Individual estimates range from a few minutes to perhaps fifteen. Multiplied across 250 working days per year, the aggregate cost is substantial, but the startup time is the least important part of the story. The more significant cost is the ongoing absence of the territorial ease, contextual priming, and environmental predictability that a permanent workspace provides throughout the working day, not merely at its beginning.
Cognitive Load and the Daily Logistics of Hot-Desking
Hot-desking imposes a set of daily logistical demands that would appear trivial in isolation but that constitute a persistent low-level cognitive load when encountered every working day. The worker must locate an available desk, assess its suitability, transport their belongings from storage to the chosen desk, configure the workspace, and at the end of the day reverse the process. In organizations where desk reservation systems are used, the cognitive burden extends to planning and reserving in advance, managing conflicts when preferred spaces are unavailable, and adapting when reservations fall through.

Kim and de Dear examined satisfaction and performance data from thousands of workers across multiple office configurations, including assigned open-plan, hot-desking, and enclosed private office settings. Hot-desking workers consistently reported the lowest scores on measures of privacy, noise disturbance, ability to concentrate, and interaction with colleagues — worse than either assigned open-plan workers or private office workers on the dimensions most directly related to cognitive performance conditions.
The interaction with colleagues finding was particularly counterintuitive: despite the rationale that hot-desking promotes organic mixing and collaboration by rotating workers through different seating arrangements, hot-desking workers reported worse quality of interaction with colleagues than those with assigned seating. Ethan Bernstein’s Observation Research
Ethan Bernstein and colleagues, whose work on interaction patterns in open-plan offices was discussed in the first article of this series, conducted related observational research on hot-desking and unassigned seating that found similar patterns. Workers in hot-desking environments developed informal strategies for mitigating the territorial and cognitive costs of unassigned seating — arriving early to claim preferred locations, using personal items to mark territory in the absence of permanent assignment, forming informal cliques that functionally recreated assigned seating through consistent voluntary co-location. The evidence against hot-desking as a cognitive environment is substantial, but it is not uniform across all workers and all work types. Several conditions reduce its costs significantly and are worth identifying, both for intellectual honesty and for the practical guidance they provide to organizations that have committed to unassigned seating for legitimate reasons.
Workers who are genuinely mobile — who split their time across multiple locations, client sites, or remote work, and who are therefore rarely in the office for extended consecutive periods — experience hot-desking differently from workers who are in the office every day. For the genuinely mobile worker, the absence of a permanent desk is not a daily deprivation but a practical convenience, and the territorial and contextual costs are distributed across multiple environments rather than concentrated in a single daily experience of inadequacy.
Work that is genuinely task-based rather than place-based — work that is defined by projects and deliverables rather than by the occupation of a specific role in a specific location — is also less susceptible to the spatial memory and contextual priming costs of hot-desking. When the cognitive context of the work is carried in the task itself rather than in the physical environment, the absence of a consistent physical context is less cognitively costly.
The critical failure mode of hot-desking is its application to workers who are in the office every day, performing work that requires sustained focus, stable spatial organization, and the accumulated contextual associations of a consistent workspace — applying to these workers a system designed for the genuinely mobile minority, on the basis of a utilization calculation that treats all human cognitive needs as equally satisfied by any adequately equipped desk. The research is clear that they are not. A workspace is not merely a surface and a power outlet. For the brain that occupies it daily, it is a cognitive environment whose specific properties — permanence, personalization, predictability, and territorial ownership — have measurable effects on the quality of the work that environment makes possible.
